President of Russia V.Putin signed a decree on holding the World Youth Festival in 2024

The President approved the composition of the organizing committee for the preparation of the event.

The World Youth Festival will be held in Russia in February-March 2024, according to a decree released by Russian President Vladimir Putin on Wednesday.

The government has been instructed to make all the necessary arrangements for the event within three months, including how and where it will be held, as well as sources of funding. They should also help get the word out about the festival through the media.

Additionally, Putin approved the festival’s organizing committee. Sergei Kiriyenko, First Deputy Chief of Staff of the Presidential Executive Office of the Russian Federation, will be the Chair of the Organizing Committee.

The Organizing Committee will coordinate the various authorities of the Russian Federation to quickly solve problems, develop an action plan and monitor its implementation. It will also submit proposals to the President of the Russian Federation on the arrangement of events with the participation of foreign leaders or heads of international organizations within the framework of the festival.

The idea of a new festival started up in a conversation between Putin and students on January 25 — one of the participants in the meeting suggested repeating the festival that took place in Sochi in 2017. The President admitted that in today’s conditions it would not be easy to implement this, but he called the idea a good one and supported it in a general way. He noted that Russia always holds international events at a very high level, with its inherent brilliance.

A month earlier, a similar proposal was made at a meeting of the State Council “On the implementation of youth policy in modern conditions.” Then it was about organizing the festival in 2023. Following the meeting, Putin instructed to develop a concept for holding such an event.

Festival tradition

The idea of ​​holding world festivals of youth and students (WFYS) was conceived after the end of the Second World War. The World Federation of Democratic Youth (founded in November 1945) and the International Union of Students (existed from 1946 until the early 1990s) were the organizers.

The World Festival of Youth and Students was held in 2017 at venues in Moscow and Sochi the last time. It was attended by about 25 thousand young people — representatives of public organizations, teachers and young politicians.
